GMSL Portal (NSCDC-Aligned)

Issued Under Authority of the Nigeria Security and Civil Defence Corps (NSCDC)
Important Notice: This Portal is an official security system. Unauthorized access or misuse is prohibited and may result in legal action.
1. Legal Authority and Mandate
The GMSL Portal ("Portal") is an official digital system deployed in support of the statutory functions of the Nigeria Security and Civil Defence Corps (NSCDC) pursuant to the NSCDC Act and applicable regulations.
The Portal facilitates guard management, operational oversight, compliance monitoring, reporting, and coordination of licensed private guard companies, NSCDC formations, personnel, and approved stakeholders.
Access to and use of the Portal constitutes acknowledgment of its status as a regulated, security-sensitive government system.
2. Scope of Application
These Terms of Service ("Terms") apply to:
- NSCDC officers and personnel
- Licensed Private Guard Companies (PGCs)
- Approved guards and supervisors
- Government agencies, partners, and contractors
- Any other users expressly authorized by NSCDC
All users are subject to Corps regulations, standing orders, and applicable national laws.
3. Authorization and Access Control
Access to the Portal is strictly by authorization.
Users shall:
- Access the Portal only in line with assigned roles and ranks
- Use credentials issued or approved by NSCDC or its designated authority
- Comply with all access control, authentication, and audit requirements
NSCDC or its authorized system administrators may grant, restrict, suspend, or revoke access at any time in the interest of national security, public safety, or operational integrity.
4. User Obligations and Conduct
Users shall:
- Act in accordance with NSCDC Code of Conduct and Standing Orders
- Ensure accuracy and integrity of all data submitted
- Maintain strict confidentiality of operational and personnel information
- Immediately report suspected breaches, misuse, or compromise
Users shall not:
- Misrepresent identity, rank, or authorization
- Falsify operational, personnel, or compliance records
- Interfere with system functionality or security controls
- Use the Portal for personal, political, or unauthorized purposes
Any violation may attract disciplinary action, administrative sanctions, or prosecution under applicable laws.
5. Operational and Security Classification
All information processed through the Portal is deemed official security information.
Depending on context, data may be classified as:
- Restricted
- Confidential
- Operational
Unauthorized disclosure, extraction, duplication, or transmission of Portal data is strictly prohibited and may constitute a criminal offence.
6. Data Protection and Privacy
Personal and operational data processed on the Portal shall be handled in accordance with:
- The Nigeria Data Protection Act (NDPA)
- NSCDC internal data governance policies
- Lawful directives of competent authorities
Data may be processed for purposes including operational deployment, licensing, compliance monitoring, investigations, and statutory reporting.
Users acknowledge that data may be shared with law enforcement or regulatory bodies where lawfully required.
7. Intellectual Property and System Ownership
The Portal, including its software, architecture, databases, workflows, and documentation, is the exclusive property of the NSCDC or its authorized technology partners.
No user acquires ownership rights by virtue of access or use.
Reverse engineering, replication, or unauthorized system use is prohibited.
8. Monitoring, Audit, and Surveillance
For security and accountability purposes:
- All activities on the Portal may be logged, monitored, and audited
- Logs may be used for investigations, disciplinary proceedings, or legal processes
- Users have no expectation of privacy in relation to Portal usage
9. System Availability and Continuity
The Portal is provided on an official operational basis. While reasonable efforts will be made to ensure availability, access may be limited due to:
- System maintenance or upgrades
- Security incidents
- Operational exigencies
- Directives from competent authorities
NSCDC shall not be liable for service interruptions arising from such circumstances.
10. Suspension, Restriction, and Termination
Access may be suspended or terminated without notice where:
- There is a breach of these Terms
- Security risks are identified
- Misconduct or abuse is suspected
- Required by law or directive
Termination does not relieve users of responsibility for actions taken prior to such termination.
11. Limitation of Liability
To the extent permitted by law:
- NSCDC and its authorized partners shall not be liable for indirect or consequential losses
- Liability shall not arise from actions taken in good faith in furtherance of statutory duties
12. Indemnity
Users shall indemnify and hold harmless NSCDC against losses, claims, or liabilities arising from:
- Unauthorized use of the Portal
- Breach of these Terms
- False or misleading submissions
13. Amendments
These Terms may be amended from time to time in line with operational requirements, regulatory updates, or statutory directives. Continued use constitutes acceptance of such amendments.
14. Governing Law and Jurisdiction
These Terms are governed by the laws of the Federal Republic of Nigeria.
Jurisdiction lies exclusively with competent Nigerian courts.
